If the word "that" refers to "polsturm", then no: polsturm is a very old
PARI function.
Just for fun, I downloaded pari-2.0.1.alpha.tar.bz2 and it contains this
file mentioning polsturm():
-rw-r--r-- 1 jdemeyer jdemeyer 5576 Oct 19 1996 lib/functions
Note the date!
