An obvious use-case is that you're switching branches/Sage versions and you just want to try to compile a single package and you don't want to be bothered by dependencies. I agree that installing without dependencies is a "only use this if you know what you're doing" feature, but it's not totally useless.

For me, it is clear that installing-with-dependencies and installing-without-dependencies are useful.

But that was not my question: I was just asking what command should be used to install with dependencies.
