If it is being used, then the Makefile should not be there.
In principle, I agree, but that would require everybody (including scripts and documentation) to change the way how they build Sage.

So I guess we should move to the "./configure && make" model, while still supporting plain "make" for backwards compatibility. This is essentially implemented in
