This is discussed at http://trac.sagemath.org/ticket/19832 where you can read: Relevant upstream ticket: http://trac.edgewall.org/ticket/9971 The solution suggested in comment 14 there does not seem to apply to Sage's trac, as no Notifications preferences are present in the preference screen.
