Not intentional, I didn't realize anyone was working on it. We do have to support Windows somehow, and I agree that a VM is silly. I'm not suggesting that we throw everything out and then start fixing Linux/OSX while we ignore Windows. The existing build system will always be there, so nothing will get /worse/. But I can imagine making steady improvements on Linux/OSX so that eventually sage-install is obsolete there.
