I've never been "blocked" as far as I know, but I seem to be in some kind of moderation queue due to having karma of only 1, so my answers to questions never show up. However, I don't get any notification that my answer is in moderation or anything--it seems to just go into a void. I've never seen any of my answers make it out of moderation either, if indeed that's where they're going...
