I finally tracked down the issue. Someone installed a "zulip_plugin" (actually half a dozen copies thereof) on the Trac server without my knowledge.
I think I understand what this is about--I know about the Zulip server (although I have not used it myself). I keep forgetting who it is who's managing that. Anyways the plugin was causing ticket submission to hang. In the future I'm going to disable plugin upload through the website (bad for configuration management), and instead please coordinate changes to trac.sagemath.org at [email protected].
