well, how can you download anything to a system if you cannot use internet on this system? Do you mean to say that you have a sort of a restricted access, to a local network? The standard and optional Sage packages are here: http://www.sagemath.org/download-packages.html but sorting out by hand would you need is a huge pain, we talk about 150 files or so.
