Why not?  Does he claim a patent on that stuff?
It's another question whether it's legal to take someone's else
code and put it into Sage, or look at someone's else
code while doing a Sage implementation (these would depend
on the code's license). But ideas from published books/papers/theses
are pretty much up for grabs.
