Hello Kartik There is currently no active program running and we don't know if we'll be part of GSoC next year. Despite that, the best way to learn about the Android efforts is to check out the accompanying Github project.
https://github.com/sagemath/android Clone it, get the development environment ready, and start to explore it. The last time I've looked at it I have only seen a few default examples. Expanding this might be interesting to start working on it. Volker Braun has been the mentor for this summer's project and Nikhil the student. There are also a few issues here: https://github.com/sagemath/android/issues which might or might not be solvable. More general, there isn't a lot you have to learn about all this.
