I am personally not available to mentor a project, but I'm CCing Andrey
Novoseltsev, who is the current maintainer of the cell server. I
encourage you to post to Sage's GSOC mailing list:
https://groups.google.com/forum/#!forum/sage-gsoc, especially with
specific ideas about what you could do.
