That would be an interesting project. I personally know little about it, so 
would not be able to help formulate a proposal. A couple questions come to 
mind that you need to figure out for your proposal.

1) Can you actually compute a dynamical zeta function for a specific 
function? If so, which ones and how to do you tell?
1b) Is computing the first few terms a useful approximation to the whole 
zeta function?

2) After you figure that out, you can decide if this is large enough scope 
for gsoc.

My guess is the answer to (2) is 'no', so you'll need to find an additional 
topic to fill out your proposal.
