I've had more trouble with building doc since the git switch than I can

I definitely noticed when docs didn't build before, I just ignored it, as I 
am also doing now.   Also, previously the only way to "upgrade" easily was 
"sage -upgrade", so many built from scratch.  But I have assumed that the 
current "sage -upgrade" only upgrades to the next stable release - if 
that's not the case, that is interesting.

If this is another manifestation of SAGE_UPGRADING=yes then perhaps it is 
time to make that the default, as has been recommended many times.
