What do you mean by "fixed!" I got the very same problem a second ago

$ sage -i arb
...
IOError: [Errno 404] Not Found:
'//www.sagemath.org/packages/upstream/arb/arb-2.3.0.tar.gz'

(downloading manually the tarball worked though)
