In SAGE_ROOT, run ./configure

It should tell you why.

Do I understand correctly that doing "make" should be enough for
building SageMath, as it was the case in the past?

Yes, it is safe simply because "make" will run "./configure" for you if you have not that already.

Running ./configure and make separately is also allowed.

The reason that I asked you to run ./configure is just to answer the *why* question.

And is it safe when I now do "./configure" before building SageMath has
finished?

Better not do that. Of course, you can interrupt the build, then run ./configure and look at what it says.
