Is there a particular reason why
  https://trac.sagemath.org/ticket/27883
(positive_review since 6 days) did not make it into rc0?

I mainly ask because its dependency #22154 was recently merged in a beta
and #27883 makes a change which would need a deprecation if it only goes
into 8.9 (and not 8.8).
