I just got access to an M1 Mac with macOS 12.1 (Monterey), so I tried
9.5.rc3 with the results given below.

I can confirm that on an M1 Mac with macOS 11.6.2 (Big Sur), after ./configure
--with-system-openblas, make succeeds for 9.5.rc3.
