I've just checked that the checksums on
https://pypi.io/packages/source/s/scipy/scipy-1.9.3.tar.gz
match ones given in the branch of https://trac.sagemath.org/ticket/34658

I suppose your particular copy of scipy-1.9.3.tar.gz in upstream/ is
corrupt for one or another reason.
Remove it, and restart building.
