I can get the documentation to build if I modify sphinxbuild.py to make it ignore the following warnings (instead of raising an OSErr):
WARNING: citation not found WARNING: undefined label WARNING: failed to reach any of the inventories The missing citations and labels appear to all be in [manifolds].
