Sage does not set it. (have a look at the output of "git grep
MACOSX_DEPLOYMENT_TARGET").
Upstream dependencies might set it, though. (however, eclib does not
do it, as far as I know)

Perhaps you have it set, or your toolchain?
What's the Cython version, i.e. the output of

cython.__version__
