You probably didn't install the libiconv package for cygwin. Could you try
that
then type "make" again.
Also, instead of building from source you can alternatively get the tarball
from
http://sage.math.washington.edu/SAGEbin/microsoft_windows/
and type
tar zxvf sage-2.0-ms_windows-cygwin-i686-CYGWIN_NT-5.1.tar.gz
at the cygwin prompt.

You have to successfully build SAGE (or install a binary) before you can run it.
