If you put these files in SAGE_ROOT/local/lib/ then things should work.
I'll fix the binary to include them (I thought I had, but just realized
that I was waiting for feedback on whether this worked):

http://sage.math.washington.edu/home/was/tmp/libintl/

Obviously in the long run the solution is to either force maxima
to not build against libintl, to include libintl in SAGE (strangely
I can't seem to find a web page about libintl or its source code
anywhere!), or to remove libintl from my binary build machine.

By the way, thanks for all your help on the graph database
for SAGE lately!
