It's a "feature".

There's no such feature at present.  Maybe I'll add such a feature
today.  But before I do, can you think of how you
would want such a feature to work?
  (a) Whenever you click on Download it *never* saves the revision history.
  (b) There are two links -- "Download" and "Download with history"
  (c) There is a new button -- "Delete revision history" that the user
must click on to wipe the revision history.
