Did you  try searching the mailing lists?  A while back the author of 
jsmath talked about the global mode.

This page seems to indicate that there is a "Go Local" button:

Do you see that?  Does it work?

This page also indicates that there is a way to go local from the 
control panel: http://www.math.union.edu/~dpvc/jsMath/authors/global.html

Maybe we should include the noglobal plugin, which prevents people from 
switching to global mode?  What do people think?
