Oh, in that case it is not a bug.  The "problem" is that Sage caches the GAP
workspace, which saves a *lot* of startup time.  However it has to be reset
if new components are installed in gap.  It might be worth adding a little
message to gap_console() saying "something missing?  Maybe try running
gap_reset_workspace() first."
