The tetex package is obsolete. You should use texlive instead. On
Ubuntu 9.04, you can install texlive using the Synaptic graphical
installer. Open Synaptic and search for "texlive".

For viewing PDF files, evince and xpdf are good programs. However,
evince can view other types of files besides PDF, e.g. djvu files.
It's also helpful to install xdvi as well.
