Thank you for your help. I posted the patch

which (I hope) fixes ic2 and bc2 commands.
Results of tests have been updated and test related to bc2 has been
added. All test in calculus directory passed.
Not tested on Sage Version 4.1.1, Release Date: 2009-08-14
(still compiling new rc0)
Do not know where to mark the ticket as "needs review".
I think that the problem desolve_laplace needs deeper work and this
problem has not been fixed.
