There is no right answer. Sometimes, I want uploads from different
sources to be able to refer to each other's pages simply because they
have the same label, and sometimes I don't.
One should pick the simpler, more intuitive default and then build
some more complex mechanism to handle the other case.
As far as I can tell, the LaTeX-style labels are the simpler, more
intuitive default. Some tool for mass changes to labels is probably
needed anyway.
That doesn't need to be complicated; if labels are stored in some form
like {{:label:}}, then a global string replace over all worksheets
could be used to change labels.
