This is what Alex observed as well. But apparently it does not answer his question, because (citing him) "None of these three observations, helps me to create a new HTML cell." I wonder why? Alex, if you shift+left click on the blue line, does an editor-like environment opens? I guess this editor is how people are supposed to create a new HTML cell. If you type in your comments and click on the "Save changes" button on the lower left corner, your comments should nicely appear in the notebook.
