That looks like one of the VERY experimental Sage Windows
distributions (http://windows.sagemath.org/download.html). You should
be looking at http://www.sagemath.org/download.html, the section on
Windows, for instructions on the current Sage option for Windows.

On the other hand, if you actually got 0.3.7RC3 to run, that would be
very interesting news!
