Singular has something:

1) G-algebras: http://www.singular.uni-kl.de/Manual/latest/sing_420.htm#SEC461
1b) Super commutative algebras, which is an important special case of

2) Letterplace algebra, which is experimental and to some extent
implements free associative algebras:

It is in Sage, in the sense that you can use the pexpect interface to
Singular. It is not in Sage, in the sense that it is not wrapped as a
C-library. But I think that people are working on it.
