When you log in to the sage notebook, the top left of the published
worksheet has a link that says something like "edit a copy". That
copies the published worksheet into your own list of worksheets. In your
own personal copy of the worksheet, the %hide will work to hide the
latex code.
The author of the worksheet might also use the TinyMCE editor that
allows you to put text and latex in between code cells. To do this,
instead of clicking on the blue bar between cells, shift-click on the
blue bar to bring up a word processor.
