No, they are not - it's javascript, plus a round trip to the Sage
server every time you move the slider etc., I believe.

There is not currently such a way.  However, there is a lot of work
going on right now to allow them to work even in a viewed Sage
worksheet (even if one were not logged in), which would be pretty
close (though it would still require the web page itself to have
access to a Sage server; it would not be stand-alone in that sense).

If we are able to integrate Geogebra into Sage (there is proof of
concept, the details remain!), that would provide a way to create
standalone Java applets from Sage for the things Geogebra does.  Of
course, you could also use Geogebra; you may wish to see if some of
their materials are useful to you.  Its emphasis is not as focused on
research, but it's a very good project.
