IIRC compiling them in the Sage tree (or more precisely in the location Dmitrii has indicated) almost suffices. But it may be needed to run the command sage: gap_reset_workspace() to make GAP in Sage aware of the existence of the new package. At least that's what I do when I install GAP packages that are not part of the optional spkg.
