You mean you want one user to have a certain quota of memory and cpu, and another user to have a different quota? We don't have any sorts of classes of users other than admin and normal user. It would be nice to add that, if you can contribute it, but for now, probably the easiest way to do that is to set up separate sage servers with different server_pool accounts, and limit the accounts.
