That command works on my wheezy, but I do not have that file in my sage-directory, so I expect it uses my system-installation to get it. Do you have the debian package texlive-latex-extra installed?
(The package texlive-latex-extra contains a file named utf8x.def, as can be seen by, e.g., searching on <packages.debian.org>.)
