Hi,
Small groups library is contained in the database_gap-4.4.12.p1
package.
You should be able to install it e.g. by running
install_package('database_gap-4.4.12.p1')
at the sage prompt.

Similarly you should be able to install the package you mentioned,
by running
install_package('gap_packages-4.4.12.p1')
If the latter results in a error then you either have a broken Sage
installation (or it's a Sage bug).
Please tell us what kind of error you get.
(it's known that the latest binary release of Sage does not work out
of the box on some of the hardware running OSX 10.7. Please see
