Maybe this is not the problem, because as far as I can see libc6-dev is 
installed:

$ dpkg -l |grep libc6-dev
ii  libc6-dev                            2.11.3-4                           
Embedded GNU C Library: Development Libraries and Header Files
$

Any other suggestions?
