In the past the reception has been lukewarm.  I'm thinking of Lorien Labs [1].  
I'm sure people would appreciate after it's complete, but don't expect a lot of 
help would be my advice.  Of course, the community has grown so I could be 
wrong.  It probably depends on what exactly you plan to do.

Nowadays, you'll also have to compete with the iPython Qt shell.  Or perhaps 
you could just co-opt it.
