Strictly speaking, {{{libs/polybori/decl.pxi}}} should be touched instead
of {{{rings/polynomial/pbori.pyx}}} but this isn't a show stopper for now,
since only one module links against PolyBoRi anyway (i.e.
{{{rings.polynomialpbori}}})
