Actually: Why would the flags file be rewritten when the Sage install was
moved? That would mean that after each install on the new target machine
the file would be written and the test would always pass, not fixing the
problem at all.
We should write the file *once* after building Sage, i.e. the creation
should be part of the build process. Even -upgrade should not change the
flags since -upgrade might only build parts of Sage, i.e. not upgrading
ATLAS during -upgrade would still cause problems.
