The latest spkg is at:
http://sage.math.washington.edu/home/was/patches/atlas-3.8.3.p0.spkg
Two things need fixing:
* spkg-install claims up to 10 tries, but max_tries is set to 5 :)
* SPKG.txt overwrites my 3.8.3 entry, but William's changes need to be
