Here comes the dumb question...
Since LAPACK is now built as part of ATLAS (or so it seems), would we
still need the fix from #13395, but done in the Atlas spkg now? Does it
still "execute Fortran code at build time"? I can't check this
immediately since I'm on OS X.
Also, is it ok that there is basically an spkg in an spkg? We just got
rid of this in the R/RPy situation, but I assume this is somehow
different. Somehow.
