Jason seemed to like these assertions checks, but I agree that are "wrong"
-- in fact, they caused me some grief in #13074. I doubt that there will
be speed implications in modifying them.
Unfortunately, it may take me a while to fix this as I'm at a conference
this week and I don't have a good internet connection.
