perso.telecom-paristech.fr seems down (at least for my homepage).
The spkg is accessible at
http://www.infres.enst.fr/~flori/sage/ntl-5.5.2.p0.spkg
And by does not ship libtool, I really mean does not ship the machinery
necessary to generate libtoolize, that is ltmain.sh et al. which is kind
of non sense but is the case.
