The problem is that currently the sage library SPKG tries to run the main
sage executable while installing the sage library, which is fundamentally
at odds with the goal of making the main sage executable refuse to run
until sage is fully installed. One could patch the spkg-install script to
run scripts in `$SAGE_LOCAL/bin` directly instead of trying to go through
the sage command line interface.
