I uploaded a new version of the patch - let's see what the patchbot says.
@Fred: when you start reviewing the patch, please don't try to understand
what happens in
{{{sage/rings/universal_cyclotomic_field/universal_cyclotomic_field_c.pyx}}}.
All actual arithmetic is done there, but very low-level (and I was - and
still am - not at all an expert in implementing in cython). I hope it is
convincing if the front end behaves as you expect and want it to behave,
and is fairly quick.
