 Perhaps we need to have some new classes defined, inheriting from the base
 class Cusp (which just means an element of {{{P^1(QQ)}}}), which refers to
 a specific congruence subgroup.  Then some cusp functions, including
 equality and Galois action, could be over-ridden in that class.

 Doing this properly and well would not be very easy, I think!
