The easiest way to build the libiconv spkg is to install the Cygwin
libiconv package, although I don't think it is the most proper solution as
it had a (kind of lame) new dependency.
Apart from that, it is also possible that now, building our own spkg is
not necessary anymore, Cygwin package seem to tend to become better as
time passes (see the libm example, we now do not need to build our own
cephes!).
