 Basically, `$(INST)/$(SAGE)` is purely the Sage library (i.e. the stuff in
 `devel/sage`).  But actually starting Sage or running Sage code requires
 more, because things are imported from other packages, for example the
 notebook.  That stuff is in `$(SAGERUNTIME)`.
